Position Summary & Responsibilities

The Neglected Tropical Diseases (NTD) portfolio at the foundation addresses diseases that have a major impact on people in the developing world but get too little attention and funding. Where proven tools exist, the team support sustainable ways to improve their delivery. Where they don't, the foundation invests in research and development of new interventions, such as drugs and diagnostics. The Program Officer will work with the Senior Program Officer to strengthen the advocacy for these diseases, managing the grant portfolio day to day and providing research/analysis in support of new grant-making. The Program Officer will provide input into strategy development, engage with grantees and partners to leverage limited resources and coordinate advocacy and communications in support of the NTD advocacy goals.  In addition, the Program Officer will work with the PAC malaria team to explore integrated advocacy options for NTDs with malaria and manage specific portions of the malaria portfolio relevant to integration, innovative financing, and regional platforms.

 

Core Responsibilities

  • Plans, manages and executes a wide range of activities in support of strategic planning, prospect and develop complex investment opportunities, grant management and external relationship management.
  • Review letters of inquiry and grant proposals; provide clear, concise and insightful written analyses and recommendations for funding, including drafting and editing proposal summaries and progress reports for existing grants for review by foundation leadership.
  • Consult with grantees to achieve desired impact of grants; conduct site visits when appropriate, provide technical guidance, convene meetings and apply and evaluate milestone-based performance objectives.
  • Manage internal processes and portfolio progress while ensuring appropriate documentation, grant budgeting and reporting.  Improve operational efficiency and effectiveness.
  • Prepare and write briefs and synthesize existing literature.  Provide written analysis of key topics for foundation management.  Fulfill data requests from leadership.
  • Contribute to the exploration and documentation of potential cross-cutting investment opportunities to maximize integrated NTD/malaria collaboration.

Qualifications Core Knowledge and Skills

  • Bachelor’s degree required or other advanced degree preferred in public policy, international relations, advocacy or related field with 5+ years of equivalent experience.
  • Hands- on experience/knowledge with resource mobilization and/or advocacy efforts focused on international development issues.
  • Demonstrated track record of working with political, civil society, governmental and philanthropic partners at both national and global level.
  • Excellent written and communication skills in English; additional language proficiency is preferred.
  • Experience developing, managing, and implementing projects, including partnering with grantees on the definition of objectives and deliverables and monitoring and evaluation of results.
  • Demonstrated understanding of the role of advocacy and communications efforts to increase awareness of health/development issues and build political/financial support for health and development goals in the developing world with governmental and non-state organizations.
  • Proven track record of building trust based relationships with internal and external stakeholders.
  • Experience creating and executing strategies that persuade key, sometimes disparate, stakeholders to take action that will advance shared interests and business goals.
  • Aptitude to work with flexibility, creative thinking, non-traditional approaches, entrepreneurship, and diplomacy both individually and as part of a complex team effort.
